    Portugal Golden Visa: European Residency for Investors

    For international investors looking for a European residency option without permanently relocating, the Portugal Golden Visa remains one of the most established programmes in Europe. 

    Portugal’s residency-by-investment programme combines a relatively low physical presence requirement with the ability to include qualifying family members and a potential long-term pathway to permanent residence and Portuguese citizenship. 

    The programme has changed considerably since it was introduced. Real estate is no longer an eligible Golden Visa investment, and investors now need to consider qualifying funds, cultural projects, scientific research or business-related routes. 

    For investors considering Portugal in 2026, it is important to understand the benefits of residency and the investment requirements. 

    How the Portugal Golden Visa Works 

    The Portugal Golden Visa, formally known as the Residence Permit for Investment Activity, allows qualifying non-EU/EEA/Swiss nationals to obtain Portuguese residence through an eligible investment or economic contribution. 

    Unlike conventional residence visas designed for people moving permanently to Portugal, the Golden Visa has a very limited physical presence requirement. 

    Investors are generally required to spend an average of only seven days per year in Portugal. This is particularly attractive for business owners, executives, investors and internationally mobile families who want European residency while maintaining their principal home and professional activities elsewhere. 

    The programme can also allow qualifying family members to obtain residence through family reunification. 

    Property Is No Longer an Eligible Investment 

    One of the most important changes to the Portugal Golden Visa is the removal of real estate as a qualifying investment. 

    For many years, buying Portuguese property was one of the programme’s most popular routes. That changed following reforms introduced in 2023. 

    Investors can still purchase property in Portugal, but buying a house or apartment does not qualify someone for the Golden Visa. 

    This distinction remains important because older articles and promotional materials online may still refer to property-based Golden Visa investments. 

    Portugal has instead retained investment options intended to direct international capital toward areas such as businesses, investment funds, research and cultural activities. 

    Investment Funds Have Become a Major Route 

    A minimum €500,000 investment into qualifying Portuguese investment funds has become one of the most widely considered Golden Visa options. 

    The fund must satisfy the applicable legal requirements for Golden Visa purposes. Investors should therefore verify eligibility before transferring capital. 

    Immigration eligibility, however, should never be the only consideration. 

    An investment fund is still an investment. Investors should assess the fund manager, investment strategy, underlying assets, risk profile, fees, expected holding period, liquidity and exit strategy. 

    For example, two funds may both satisfy the immigration requirements while having very different approaches to risk and capital preservation. 

    Independent due diligence is therefore particularly important. The objective should be to identify an investment that meets both the immigration requirements and the investor’s broader financial objectives. 

    Other Golden Visa Routes Remain Available 

    Investment funds are not the only option. 

    Portugal also provides qualifying routes involving scientific research, cultural and artistic activities, and certain forms of business investment and job creation. 

    The cultural route generally starts at €250,000, with a possible reduction for qualifying projects in low-density areas. Scientific research generally requires a minimum contribution of €500,000. 

    There are also business-related options, including routes connected with company investment and employment creation. 

    The appropriate route depends on the investor’s objectives. Someone primarily interested in capital investment may prefer a qualifying fund, while another investor may be more interested in supporting Portuguese culture, research or business activity. 

    Why the Low Stay Requirement Matters 

    The physical presence requirement is one of the characteristics that differentiates the Golden Visa from many conventional residence routes. 

    Most residence visas are designed for people who intend to establish Portugal as their primary home. The Golden Visa serves a different purpose. 

    An investor living in the United States, United Kingdom, Middle East or Asia may continue operating businesses and maintaining a principal residence outside Portugal while satisfying the Golden Visa’s relatively limited stay requirement. 

    This flexibility is particularly relevant for families who want a European residency option but are not ready to relocate. 

    Some investors eventually decide to spend substantially more time in Portugal. The minimum stay requirement does not prevent them from doing so. 

    Family Members Can Be Included 

    The Portugal Golden Visa can also be attractive as a family residency strategy. 

    Qualifying family members may potentially be included through family reunification. This can include a spouse, dependent children and certain other dependent relatives, subject to the applicable requirements. 

    For families, the value of the programme can therefore extend beyond the main investor. 

    Children may benefit from living or studying in Portugal, while the family gains a legal residence connection with an EU member state. 

    Family circumstances should nevertheless be considered from the beginning. Dependency requirements can become particularly important for older children as the residence process continues over several years. 

    Residency Is Not the Same as Citizenship 

    A Golden Visa provides Portuguese residence. It does not automatically provide Portuguese citizenship or an EU passport. 

    Investors must maintain their residence status and satisfy the applicable Golden Visa conditions during the relevant period. 

    Permanent residence may generally become an option after at least five years of temporary legal residence, provided the applicant satisfies the applicable requirements, including Portuguese language requirements. 

    The Portuguese nationality follows a separate legal framework and a different timeline. 

    Under the Portuguese nationality rules in force in 2026, most third-country nationals generally require 10 years of legal residence before applying for naturalisation. EU and CPLP nationals generally have a seven-year residence requirement. 

    Citizenship is a separate application and remains subject to all applicable requirements. 

    Processing Times Require Long-Term Planning 

    Golden Visa investors should also be realistic about processing times. 

    Portugal has experienced significant immigration backlogs, and Golden Visa applications can take considerable time to progress through application, biometrics and residence permit issuance. 

    Investors should therefore avoid approaching the programme as a quick route to European residency. 

    The investment itself may also need to remain in place for several years. Fund liquidity, exit conditions and the timing of future immigration applications should consequently form part of the initial decision. 

    A Golden Visa investment is best considered as a long-term residency and investment strategy. 

    Is the Portugal Golden Visa Still Attractive? 

    The Portugal Golden Visa is different today from the property-focused programme that many international investors first encountered. 

    However, its fundamental appeal remains: it provides qualifying international investors with Portuguese residency while requiring relatively little physical presence in the country. 

    For internationally mobile investors, that flexibility can be significant. Portugal also offers political stability, access to the Schengen Area and the possibility of building a longer-term connection with an EU country. 

    The programme is not suitable for everyone. Investors need to evaluate the qualifying investment, financial risks, processing times and future residency objectives carefully. 

    However, for those whose priorities are aligned to the programme, the Portugal Golden Visa remains a unique European residency option that can be part of a wider long-term approach for investment, family mobility and life in Europe.
